Application Process

All applications must be submitted online through the Immigration, Refugees and Citizenship Canada (IRCC) portal.1 The process involves four main steps:

1. Complete Online Application

Create an account on the IRCC secure portal and fill out the visitor visa application form.1 Provide information about your travel plans, finances, employment, and background. Pay the CAD $100 application fee and CAD $85 biometrics fee online.2 Apply online as mail processing is currently experiencing disruptions.1

2. Submit Supporting Documents

Upload all required documents including your passport, photographs, bank statements, employment letter, and travel itinerary.2 Ensure all documents are clear and legible. Documents not in English or French must include certified translations.

3. Provide Biometrics

After submitting your application, you will receive instructions to provide biometrics.3 Visit an available Visa Application Centre within 30 days.3 Note that VAC availability may be limited, and you may need to travel to a neighboring country. Biometrics are valid for 10 years and include fingerprints and a photograph.3

4. Wait for Decision

Standard processing currently takes 8-12 weeks from your biometrics appointment.1 Processing times may be longer than usual. You will receive notification when a decision has been made.4

Fees

Additional service fees may apply depending on where you provide biometrics. Optional services like courier delivery may cost extra.

What You Need to Prove

According to Canadian Immigration Rules, you must demonstrate that you are a genuine visitor.1 This means showing:

• Genuine intention to visit for tourism and leave at the end of your authorized stay1
• Sufficient funds to cover all costs of your trip including accommodation, transportation, and daily expenses1
• Strong ties to Russia that will motivate you to return home1
• Valid travel document with at least one blank page for the visa2
• Good health and no criminal or immigration-related convictions1

Processing Times

The current processing time for Visitor Visa applications from Russia is approximately 8-12 weeks.1 This is measured from the date IRCC receives your complete application including biometrics.

Processing may take longer if:2

• Information in your application requires additional security screening
• You need to provide additional evidence
• Supporting documents need verification
• You need to attend an interview

Check the IRCC website for the most current processing times, as they fluctuate based on application volumes and other factors.1

After Your Visa is Approved

Once approved, your visa will be placed in your passport. Check the validity dates and number of entries carefully. A single-entry visa allows one visit, while a multiple-entry visa allows unlimited visits during its validity period.

At the Canadian border, you may be asked to show:

• Return or onward travel arrangements
• Proof of accommodation
• Evidence of funds
• Details of your travel plans
• Letter of invitation (if visiting family or friends)

The border officer will determine how long you can stay and stamp your passport with the departure date.

If Your Visa is Refused

If refused, you will receive a letter explaining the specific reasons. You can:

1. Reapply with improved documentation addressing the issues raised
2. Request your application notes through an Access to Information request to understand the refusal better
3. Seek legal advice for complex cases or repeated refusals

There is no formal appeal process for visitor visa refusals. A refusal does not automatically prevent future applications, but you must address the concerns raised.
